Anything you take to the state — emergency planning, public-health outreach, aging services — runs through two different regional structures with two different sets of people. Louisiana clerks of court record a veteran’s honorable discharge papers free of charge, and once recorded those documents are confidential — releasable only to the veteran or someone they designate. That is state practice, not a favour.
Think about what that means. Every clerk of court office in these eight parishes is a room where veterans voluntarily identify themselves, holding the exact document your intake asks for. No outreach event reaches a better-qualified person. Nobody else is working this channel.
The ask is small: a card holder on the counter, and one sentence from the clerk — “there’s a group that helps with benefits, here’s their card.” No cost, no liability, no paperwork.
